- Käynnissä on useita projekteja ja niistä syntyneitä palveluita. Kokonaisuuden hallitseminen on jäänyt vähemmälle huomiolle. Tekniset ratkaisut ovat ajaneet liiketoimintaperustelujen yli.
- Samat kohdat täytyy huomioida kaikkien palveluiden osalta, kun ne siirtyvät projektivaiheesta jatkuvaksi palveluksi. Liian vähän huomiota on osoitettu hallinnollisiin ja lainsäädännöllisiin näkökulmiin sekä prosesseihin ja niiden hallintaan.
- Tarvittaisiin yhteiset pelisäännöt ja prosessit palveluiden käyttöönottoon ja hyödyntämiseen sekä EU- että kansallisella tasolla
