- White Paper on technologies with dual-use potential. The Commission published a White Paper which launched a public consultation on EU-level level research and development support for technologies with dual-use potential, referring to software and technology usable for both civil and military purposes. It reviews the current relevant EU funding programmes and assesses whether this support is still adequate and strategic in the face of existing and emerging geopolitical challenges outlined in the European Economic Security Strategy. The Paper also identifies the lack of a common definition of dual use as a challenge and points out that the current legislative framework restricts defense industry access to certain funding. The Paper outlines opportunities and challenges for the dual-use and presents three options for possible future options: 1) Incremental improvements within the current framework, utilizing existing measures. 2) Removing the exclusive focus on civil applications in selected parts of the successor program to Horizon Europe. 3) Creating a dedicated instrument for R&D with dual-use potential, with its own budget and rules. All in all, the Paper emphasizes the need for a competitive edge in critical technologies, considering the distinctive characteristics of civil and defense sectors.
