Hybrid journals, which allow open access for individual papers against payment, are treated in the review of ratings. Hybrid journals allowing self-archiving can be favored favoured according to the present policy explained in chapter section 4.6.4. , if the embargo is reasonable. Panels may decide if open access is sufficiently achieved in the case of hybrid journals.
