The criteria for the levels are given in the evaluation guide. If there is not enough information available on a publication channel, for example, there is no website, or you cannot access the articles, there is no need to accept it to Level 1. Publications that are marginal from the viewpoint of Finnish research do not need to be accepted to Level 1 either.
