04.07.2019 9-16

Kempkensberg 12, Groningen, the Netherlands

What do we want?

  • Minimum: material for our Europass case study

What can we offer?

  • Piloting results
  • Learner-centered framework architecture
    • visualised in our HTML prototype
    • can be seen partly in our proof of concept
  • National implementation+ a EU-wide concept (Europass) = complement each other, can create something new and special
  • Algorithm?
  • Our approach is more agile

What do we want to communicate and how?

  • national and Europe-wide solutions complement each other
  • CompLeap and Europass are not competing solutions/projects
  • collaborative, excitement-inducing, supportive

What needs to be remembered/To-do:

  • Europass actors present already know the deal - no need for long presentations on the project
    • A new set of slides tailored from both the regular presentation as well as Eva's Innovation Group presentation (from 6.6.?)
  • Clear goals (see above) - need to be said aloud and repeated in order to decide on our next steps - the hour after lunch should consist of creating conclusions on future collaboration

Sharing responsibilities for the preparation and conduction of the meeting:

Differences and similarities bw CompLeap and Europass

Antti: general introduction and CompLeap video

Marcus, Topias, Eva - Europass case study, prototype development

William:

  • Individual point of view is common and important

Jelger:

  • Automatic update of individual´s data should be the target - young people expect that kind of service
  • Lifelong jobs don’t exist anymore and people don't stay in same jobs for decades so

a value of person coming back to finding a new path is a key driver → continuity!

Herman:

  • Non-formal and informal competences are not in the registers

(Discussion about KOSKI, how can you share your qualified data on international level?)

Presentation,Topias

Prototype demonstration and discussion. poc.compleap.testiopintopolku.fi

Prototype is only about formal education and whole degrees, not smaller parts.

Authentication can be an issue in some European countries.

Herman:

  • ESCO should be integrated in CompLeap system
  • Is "recommendation" the right term for the student because it may be misleading and affect how the user relates to them - educational opportunities/options maybe?

Ari:

  • ESCO doesn´t match in all educational level needs at the moment

William:

  • Using ESCO is goal in Europass, it is still not matching properly to Europass needs
  • When doing national classifications on competences they should be mapped into ESCO framework
  • Non-formal and informal education is problem to solve
  • Studyportals.com worldwide are using algorithms to classify competences already - maybe we should cooperate? These companies collect information from educational institutions and it´s free for the students to use the portal.
  • Algorithm is the key here: suggestions

Presentation, Marcus

  • Value of coming back (see picture below), AI, learning analytics have been used in designing the prototype

Presentation, Eva (case study)

  • Mapping document between the two projects

    • William wants to know what CompLeap wants to achieve by the end of the project

Europass questions

Compleap project team questions

Collaboration possibilities and Europass case study

  • Europass is best known as cv editor. Will be developed into larger ecosystem (e-porfolio, information on skills and qualifications, learning opportunities, 37 countries and 29 languages). EU level and national level platforms which have to be linked somehow.
  • European Digital Credentials Infrastructure (see picture below)
  • CompLeap in EDCI: verification of qualification and learning credentials
  • Surfnet in Netherlands
  • Compleap's work on connection to national educational databases is key for the development of Europass
    • ESCO is used in "my skills"
  • Most (if not all) elements in the CV are put in by hand
    • CEFR self-assessment tool inside CV
  • Discussion:
    • free text should be standard for later use (no typos etc.)
    • there´s no database, just free text - some clustering will be done
    • 12 digital key competences used in CompLeap - could be suitable in Europass as well
    • Europass is mostly for individual use, LinkedIn is social media. Microsoft is interested (skills tool for HR etc.)
    • Mika Launikari works for Europass (→ suggestions)
    • European student card initiative more about student mobility (as well as EMREX, ELMO)
    • EPSON
  • Next steps for cooperation between CompLeap and Europass?
    • Discussion about algorithms with Mika (available until September)
    • Europass mailing list
    • Mapping documents of Europass (incl. overlapping in the architecture between the two services)
    • William would like to understand CompLeap´s needs
    • Eva: discussions needed also about the time after CompLeap project
    • Availability for national data sources is difficult and could benefit Europass whatever CompLeap can achieve

12.30hLunch
14.00h-14.30Introduction and context of framework architecture Antti
14.30h-16Framework architecture evaluation

Ari Rouvari + project team

CompLeap project management:

  • remote review report
  • steering group (online in August, face-to-face in September/EAIE)
  • Europass has each of the components but not on as a structured level as in CompLeap

  • Globalization is a big driver as well as the rapid change on labour market

  • William: Key thing is that CompLeap uses the national data and Europass needs the same data

  • Finnish architecture is a good model but architecture needs to be checked on a national level in each country.

  • Learning outcomes is missing from the process and should be thought about (not just with formal education)

  • CompLeap model tool could be helpful for Europass but mapping document is a key to find out if they could use to tool

16-16:30

Action Points and future collaboration

William out of office: August 9th-19th

  • Europass Case Study
    • A mapping document is needed - conclusion on the next steps
      • go through the overlaps in the architecture either included in the mapping document or the case study
    • Availability for national data sources is difficult and could benefit Europass

    • Martin Le Vrang
    • A possible co-operation with the ESCO team of the Europass
  • CompLeap algorithm about the suggestions is a key element for the Europass
    • Contact person: Mika Launikari
      • Video conference with Mika in July-August? - EDUFI, CSC - travelling? William will check this
  • Learning analytics / University of Oulu
    • Digital education action plan / DG EAC - William will send more info on this issue
  • Architecture
    • Could be interesting? William will take a look at it
  • Digital credentials infrastructure
    • William will send link soon - Compleap will reply to consultation

Coming events:

  • EAIE
    • Europass/EMREX/Compleap booth - Student data solutions
  • Compleap final seminar October 14th + Skills week
    • William will be invited
  • Other events where to collaborate?
    • September - testing the e-portfolio?
    • October 7th meeting in Sardinia? Learning by leaving Eurodesk - Europass, EURES, Euroguidance invited - DUO will inform
      • Erik and Dik are attending, will find out if we attend
    • November 7.-8th - Europass. EQF, Euroguidance, Brussels
    • William will keep project team informed
