Agenda

10:00

What is CompLeap? Introduction to the project + coffee

10:15

Introduction of the team, other members / invited guests, first impressions on the project

Very innovative, more curious about it after seeing the video

Interested in: marketing and the strategy of CompLeap project, the possibilities and the impact of the project

10:45

Showcasing the CompLeap prototype

"Interests" part raised few questions, such as what databases are used and how it is formed

Also terminology raised a lot of questions, such as ESCO, Finto, ePerusteet and how the algorithm works; the discussion will go on

Labour market not intergrated to proto yet but is something we would like to do in the future

11:15

Delving into the framework architecture surrounding CompLeap

How to break the siloes? The discussion have started in Estonia; Innove, Ministry and Hitsa are already cooperating (e.g. edu.ee is an example of that)

In Finland we have lot of solutions for learners but they are not connected: the architecture is a solution for that

The same drivers are recognized in Estonia

Changing labour market and lifelong guidance could be added to the list of architecture drivers

Capabilities:

Education market management: what it is? Could be changed to understanding the education market

Learner path:

Why those five steps? → They come from the higher education

Comments: Looks kind of formal; good for formal education but not for informal; what would be the five steps for nonformal education? For a certain target group it is very useful for recognizing their competence/skills

Many “learner roles” are temporary but may be important for statistical use

Soft skills are difficult to put into system

CompLeap conceptual model: Change to “Ability to learn, study and work”

Taking work history into account is essential because it helps learners to recognize the competences that they have achieved at work

Certain kind of uncertainty always relates to that when competences can’t be verified

13:00Lunch break, buffet lunch at the hotel

14:00

Discussion: Overview on the Estonian digital infrastructure in education and personal data handling

X-Road: a data system combining public services and databases (introduction video)

SAIS.ee: university apply portal

Registry for occupational qualifications certificates

edu.ee. you can compare educational offers

e-Töötukassa: put together a CV - certificates, studies etc matches to job opportunities

Comment: Collecting data is lacking the competences

14:45

Structured discussion: What services for learners are there in Estonia? What is currently developed? How could CompLeap help

2.  What kind of services are needed?

  • competence validation system
  • recommendation services (including courses)
  • the mapping service

3. Existing data and what is still needed to build learner services?

  • still missing digital core curriculum
  • common understanding of the taxonomy and the used terminology
  • AI to organize the information
  • how to measure and evaluate the competences

4. What is needed for cross-sector collaboration?

  • the database, resources, willingness to cooperate, willingness to learn, get people to the same room
  • common goals, common understanding
  • anything that helps the information flow

15:45Coffee service and break

16:00

Concrete future steps: what kind of collaboration would be fruitful? share contact information

17:00Ending the seminar
