Not all channels regarded as leading by researchers have a Level 2 or Level 3 rating, and the rating of the journals does not fully correspond to the impact factor ranking order of a particular discipline. Often, this is due to the structure of the rating, for example the level quotas or the classification criteria. However, the evaluation work of the panel of experts in the Publication Forum should be justified, consistent and take into account ethical considerations, thereby increasing the transparency and reliability of the rating.
