2. New members 2025

Many of the new clients are clients from the Netherlands of which many recruitment companies.

3. EMREX in use: testimonials from EMREX client recruitment companies

Three videos are shown of recruitment companies whom already use EMREX in their process.

Norway (Talenttech): "We had no way of checking integrity." "EMREX gives us the integrity and quality." "EMREX brings high value and the implementation was easy. It only took 1 day to implement."
Sweden (Jobylon): "EMREX has helped our large employers." "Before, they didn't use student records to verify. We did not have a way. Employees had to upload their diploma, but they almost never did." "It's implemented in the application process. This was build within 2 weeks." "We have had good contact with the EMREX provider."
Netherlands (Valicare):  Used for onboarding process. Authentic and reliable, combining multiple checks. Direct checks at the source. More reliable and efficient diploma verification. Less manual work.

  • ELMO 2.1 released
      • ELMO 2.1 is already in use in the Netherlands
  • Improved governance; signing of MoU and new statutes
  • EMREX mentioned as only example of best practice in Commissions first annual report on interoperability
      • Interoperability Act in which EMREX scored the best with 95% on all interoperability scoring points

EMREX Committee is talking to Canada and South-Africa for connecting as EMP's (data providers) to EMREX. Next Groningen Declaration Network (GDN) meeting will be in Cape Town, South-Africa, later this year from October 20 until October 22, 2026, during which the conversations hopefully continue.

      • The presentation was about AI and contained two use cases. One use case was about a handwritten diploma which was converted into an ELMO and ELM scheme. The other use case was about a program that makes conversion/translation possible for a proof of enrollment (pdf-file) in only 2 hours. Human interpretation is still necessary, but these use cases already proof AI can be very useful.

The EMREX commission tries to attend as many meetings as possible to talk about EMREX.

5. EMREX 2.0

The aim why we want a newer version of EMREX is to be more flexible so we can use more data formats. Also we want clients to be registered as an EMREX client. 

Moreover. now we have a POST message, but we want to work with OAuth2 to improve security. NL changed from ELMO 1.7 to 2.1 but the change was less backward compatible than hoped for. The change had impact on the provider, but as well on all clients. With EMREX 2.0 the impact will much less, because each client can choose whether or when they want to update to a newer (available) version of a message type.

EMREX 2.0 Roadmap 2026
    • Create a Proof of Concept in Q3/Q4 2026
    • Build new EMREG in Q3/Q4 2026
    • As soon EMREX 2.0 is live we will keep EMREX 1.0 for at least for another year, so we will have both versions running for one year. End of life EMREX 1.0 will be: .

6. ELMO 2.1.2 implementation

Solutions to remain backward compatible:

  • You don't need to use all new functionalities to use ELMO 2.1.2.
  • You can use both the Bday and Dateofbirth fields in ELMO 2.1.2 to remain backward compatible.
