Hybrid journals, which allow open access for individual papers against payment, are treated in the review of ratings. Hybrid journals allowing self-archiving can be favoured according to the present policy explained in section 4.6.4. if the embargo is reasonable. Panels may decide if open access is sufficiently achieved in the case of hybrid journals.
