Journals/series and conferences have been allocated between the panels on a discipline-specific basis so that only one panel is responsible for evaluating each publication channel. In addition, a small number of multidisciplinary journals (e.g., Nature, Science, and PNAS) as well as all book publishers are allocated to the panel of multidisciplinary publication channels, i.e. panel 24, which is common to all panels. All panels can participate in the evaluation of the publication channels placed in panel 24.

If necessary, a journal/series can be transferred from the list of an individual panel to panel 24 by decision of the Steering Group. This requires that at least 30 peer-reviewed Finnish publications have been published in this journal/series in the previous three years, there are publications from at least four main disciplines, and no panel accounts for more than 50% of the publications. Correspondingly, a journal/series in the list of panel 24 can be transferred to the list of an individual panel if at least 30 peer-reviewed Finnish publications have been published in the previous three years, there are publications from at most three main disciplines, and one panel accounts for more than 50% of the publications.

In addition, the Steering Group can consider allocating the publication volume of a publication channel that has been proposed to level 2 or 3, between more than one panel if at least 30 peer-reviewed Finnish publications have been published in this channel in the previous three years, and no panel accounts for more than 50% of the publications.
