Hybrid journals, which allow open access for individual papers against payment, are treated in the review of ratings. Hybrid journals allowing self-archiving can be favored according to the present policy explained in chapter 4.6.4., if the embargo is reasonable. Panels may decide if open access is sufficiently achieved in case of hybrid journals.
